They are completely different. The peanut butter chips don't melt throughout the cookie, or whatever it is you're baking. The peanut butter goes all the way though the batter, and the chips stay the same shape.

I can't find an ingredient list for pb chips, but, I'm sure that there is way more than peanut butter in there.

Peanut butter chips look like chocolate chips and they have a lot of sugar.

Peanut butter is peanuts and oil ground up to paste.

to form the chips they add a little more sugar and a little paraffin wax so they hold their shape.
