Clearly some pretty biased answers in here. Regardless of being right or wrong, the answers are for the wrong reasons...
Anyways. There have been 86 Mexican world champions (including the WBO belt) and 27 Puerto Rican world champions (again including the WBO). But if you were going to make this an actual mathematical equation, you'd have to know exactly how many total Mexican boxers there have been vs how many Puerto Rican boxers there have been, all that BS.
The next best way to do it would probably be to map out the best Puerto Rican fighters and pit their accomplishments against those of the best Mexican fighters. In that case it would be pretty damn tough to do.
Sal Sanchez, Benitez, Barrera, Julio Cesar Chavez, Wlfredo Gomez, Napoles, Finito Lopez, Morales, Trinidad, Zarate, Ortiz, etc., etc., etc. There have been more Mexican champions, but I probably wouldn't argue that as a whole one group is better than the other. I suppose if we're off-setting for how many good/great fighters there are or have been per capita though, it'd probably be Puerto Rican fighters.

Mexican fighters have accomplished more in boxing. For example Oscar de la Hoya, Chavez, Morales, etc. I can not name one Puerto Rican fighter. As for the rematch, de la Hoya has seriously beefed up, I think that he is in the best shape of his life, I mean, did you see his last fight, he has never fought like that. It will be a good fight, but i have to give to de la Hoya.

They are both proud countries with a history of some very great fighters. Who is the best is based entirely on the fighters and the skills that each possess. For the record I thought Oscar won the first fight and if they met again I think Oscar would win by knock out.

IT DEPENDS ON WHAT YOU LIKE TO WATCH. MEXICANS HAVE NO DEFENSE BUT WILL STAND IN THE RING AND BRAWL WITH YOU.PUERTO RICANS HAVE MORE BOXING SKILLS OVERALL. JUST LOOK AT COTTO. AND DE LA HOYA COULD TAKE IT BUT HE WILL HAVE TO GET PAST MAYWEATHER FIRST. AND I DON'T THINK THAT WILL HAPPEN. MAYWEATHER WILL RETIRE DE LA HOYA FOR GOOD.
