Hi Jennifer C
The main cause is dehydration. Not enough pure water (minimum of 64 oz a day) will cause a lot of issues in general. Remember our bodies are made up of 80% water. Drink up!
Best of health to you
Cheers

There are a number of things you can mix together. I saved up empty lip balm tubes, melted vaseline (petroleum jelly) and some paraffin together (hot water bath in the microwave) and refilled the tubes. You could also try beeswax and mineral (baby) oil along with the vaseline. These won't give protection from UV light but it's a cheap and handy way to seal moisture into your lips and keep them from chapping.

Use Blistex. It provides medication for the lips. But you should drink plenty of water throughout the day. Dehydration can cause dry and chapped lips, as well as other problems.

Stay away from petroleum, including Vaseline.
The absolute best and most effective lip moisturizer I have ever used is un-Petroleum lip protector. You can usually find it in a health food or natural store. I loved it so much that I ordered it online. Nothing works so well, in sun-drenched weather, or in blistering cold. I have used it in both.

Vaseline or Burt's bee.
Chap stick has alcohol in it so it can actually cause your lips to feel dryer when it wears off.

Try a lip exfoliant. It will remove dry skin on your lips. Smashbox makes a great one. Afterwards, apply a moisturizing balm. Again Smashbox makes a great one. Good Luck!

Vaseline...
If you don't want to try that, you can use Blistex (in the white tube) or Carmex.
I wasn't fond of either of those, so I use either of these...
*Kiehls Lip Balm (available online or in Kielhs stores)
* C.O. Bigelow My Favorite Lip Balm (available online or in Bath & Body Works stores).

There is some stuff called Tei-Fu oil. It is an essential oil/skin conditioner and works great. It is usually found in health stores although quite expensive but works VERY VERY good :)
