No and if you dont use dialup you will need to find an online fax service or maybe a local library. Just scan the doc and take it to someone who has fax.

Yes. But you have to meet certain criteria.

1. The document you scan and save to your computer can be saved as a picture.
2. You will need a 56k fax modem
3. Go into Printers and Faxes either from the Start Menu or from the Control Panel
4. Use this link to configure the Fax Service in Windows XP

If you have a printer you can also recieve faxes

Most likely your computer has a fax modem already installed on it. If it does and you have a phone line in your house, you're good to go. You don't need dial-up internet service to use a fax modem, just a phone line.

Scan the document into the computer and use the built in Windows faxing utility to send it.

You scan the document, convert it into a PDF file, and you'd actually email it, it's the best way. If not you should email it to someone who has an efax and they can send it for you, or email it to someone who owns a fax like me. I have 3.
If you need help, I guess if document isn't extremely confidencial.
Good luck
