Yes, they can. There are various viruses and bacterial infections that can cause upper respiratory symptoms. Just two examples are Distemper and "Kennel Cough"(aka Bordetella). They are some of the most common. Both of these can be vaccinated for and prevented!

If your dog seems to have an upper respiratory infection, please have him seen by a vet. Some of these diseases if not treated can kill your dog.

Upper respiratory diseases common to dogs are canine distemper, respiratory disease caused by canine adenovirus type 2, parainfluenza, and kennel cough (Bordatella) which is acutally a bacterial infection, not a virus. Dog flu is currently very prevalent, too.
