Quality wise, no difference at all. It is only a compatibility issue. Nowadays most new players play both, and most new burners burn both. It's just two different formats, nothing more, nothing less

The difference boils down to compatibility with other DVD players. Both look the same and store the same amount of data.

I have found that most DVD players will play DVD-R. I have found that DVD+R are not as commonly supported.

DVD-R is the way to go.

it doesnt matter for a computer. dvd-r and dvd+rs are for different television burners.
