Anywhere there is a high population of elderly, you have folks, who have cats, as pets, die. The kids come...sell the furniture, fight over the heirlooms, divide up the money, kick the cat to the curb and put up a for sale sign on the house. It happens here, in northeastern PA, where there is a large population of elderly and the kids have relocated to more properous places. Apart from that, there is a large transiet population...people who come there and, when they can't make a go of it move on. Again, the cat gets left.
Add this burden to the already feral cat population, in any given area, and you will have a lot of cats. Cats need to eat. They will congregate anywhere there is a food source. Near docks, where fishmen cut up their catch, near restaurant trash bins, etc.
It is too large a burden for the local shelters. There are way more cats than there are cages or homes. It is unfortunate, but that is the truth. Some well meaning people get involved with trap, spay/neuter, release programs. At least those cats, while they may live on the street, won't reproduce.
Also, Florida is always warm, so there isn't much reason for the females to refuse to breed in winter.

Florida is not the only place with a feral/stray cat problem.Many places across the US are having the exact same problem. It is owners who do not spay and neuter their cats that are to blame. Florida not only has a domestic cat problem, they have tons of wildlife problems, tons of non-natives that people have let lose in nature. Also, lots of non-native plants taking over. All cities do have programs to trap/neuter/release , or trap/adoption programs, or trap/euthanize programs.

All the 6 toed cats have citizenship, they pay income taxes and everything. They are decendants of Hemmingways cats and he set up a trust fund to take care of them. The 5 toed normal cats are just strays. Actually they passed a law about specific ways that are legal to round up cats.

Cat problem? No, I think you mean an Iguana problem in miami! But there are a lot of strays, I think it is cause of the hurricanes that come threw here, peoples houses get dystroyed, cats go free, and they breed. Constantly.

Perhaps the Florida goverment finds it good economy to let strays roam & breed; local authorities are responsible for rounding them and laboratories pay well for shipments of live subjects. Sick, but true.
