Even a Gentleman makes a first move. Hell someone has. If you feel that things could devlop between you two then why not take a chance and kiss him. So what, he is scared. If you want it then go for it when it feels right. Now as for the appropiate time, where are you guys going on dates to not have a moment to kiss. This makes me wonder how old you are. But neverless there is always the car or in the movies (my bf and I's first kiss on in the movies..lol ) there's always a moment. You just have to make one and take the chance.

I tell you what... My husband was the same way. And I was raised old fashioned as to where the guy always makes the first move. So I hinted. It was our 3rd date and he had left to go home and all I got was a hug!!!! So later that night I sent him a text message telling him goodnight and how much fun I had and told him how i really wanted to kiss him but didnt want to rush him. I thought maybe he just needed me to let him know that I was ok with it. So the next date I got my kiss and it was amazing. I literally got weak in the knees! I hope I helped and good luck!

He might be afraid that you'll get mad if he makes a move on you. The next time you're together let him know it's OK for him to do whatever he wants.
