Type up a flyer with a nasty description of your neighbors and make it appear authentic so they will wonder if everyone on the block had one in their paper also describing what creeps they are !

Have a word with your newsagent and tell them the problem you are having, it may sound stupid to you but in the eyes of the law it is classed as theft. Most recently there was a case in the local newspaper where I live, that someone had stole a mars bar from off the sweet counter in a shop. They was fined £550 for the theft.
So demand that you are not paying for the papers even though they may be only 85p.

It is much more effective to beat them at their own game then to 'punish' them! Get up early and be ahead of them. Type up your own page of a news report and include it in the paper, leave it on your doorstep for them to collect and read. Put something in your news report like: 'Crime statistics reach an all time high as neighbours steal newspapers from other fellow neighbours doorsteps!! Be aware and do not allow them to get away with this theft!'
This will blatantly make your point, and hopefully make them feel stupid and leave your paper alone in future.

Get proof that they are stealing it such as by using a motion sensitive camera and them have them arrested. See how they like going to jail because they were too cheap to pay $1 for a newspaper.

Next week get out there early and sprinkle itching powder inside the paper - when they steal it and open it read it the powder will fall out onto them and itch like crazy - worth losing one paper for xx
