Stairs are great! free and available just about anywhere all you need is your legs.
Aside from that Pilates is also a good way to work on it.

A Cross trainer will help to work on the muscles in the butt. If you use one, try going forwards for a few minutes, then switch to going backwards. The cross trainer will work on the muscles in your legs, arms, butt etc...

sit on the floor with your legs sticking straight in front of you, then "walk" on your butt, keeping the legs straight. do it til you're tired, or wear out your pants.
do donkey kicks, get on all 4's, then kick each leg straight out behind, lift a few inches, then repeat. do it til it burns, then do the other leg.
do "lifts" by laying on your back, bring feet as near the butt as you can, arms at sides, and lift up like a bridge, using the butt to push up. do it til it burns, rest, then repeat.

The best ways to work out your glutes is to either run up and down stairs, or do yoga/pilates. Both tone, and lift!
