I'd have to say yes, if he won't do it then you be confident and ask him out. I do it all the time, believe me most of the time it works, but there will be a bad time everyonce in awhile. Hopefully this will be that good time. Good Luck to ya.

Just keep inviting him to hang out and do things outside of school (or whatever you know him from). If he wants to go out with you, he'll ask.
