the idea of marriage is not totally biblical just because of the fact that it is actually something that is done by the government, not a god. It's like saying that there are religious beliefs about how fast you drive your car, etc.

the bible does say to follow the laws of the land, but there are not too many states that mandate a person gets married before they have sex.

marriage is just a paper, and it's not even permanant anymore. What is the difference between you sleeping with the person you are dating versus the person down the street who has been married two, three, four times (which the writers of the bible consider adultery)? There really is no difference other than the amount of paperwork you have to do when you figure out it is not going to work out the way you were hoping.

I think originally, having sex only in the protection of marriage was for the protection of the children and the woman. "God's Rules" are not just some big "thou shall nots," most of them were given for the health and good of mankind if you study them and think on them. In today's society, everything is different. I don't know if it is wrong to have sex before marriage - it would depend upon the circumstances. I also know if it is wrong, a lot of Christians are doing wrong by the numbers. It would be so nice if these questions could be thought through with intelligence instead of just quoting something from somewhere in the Bible. God is not stupid. He didn't just sit up there and make up some rules and regulations that we were to follow blindly just because. They were for our welfare.

God's law is definitely against pre-marital sex.
But all sins are forgiven with repentance. This is not easy, because no one knows when he will die.
