It can be both. If you ask me out on a date I might say hmmmm. Then if you ask to go further then I might say hmmmm? So it depends on the situation. hope this helped. Oh yeah, hmmm your sexy as h***.

No. This is a psychological stalling sound that you make sometimes to show that you are thinking about something, maybe in answer to a question, but in itself it isn't a question.
