That's absolutely not true. As someone else already pointed out, shaving does not cause hair to grow back thicker. It appears coarser, since the hair shaft (if it grows back out) is no longer tapered down to the end, but you won't get more hair.
In fact, in a given area of skin, there are only so many hair follicles. You do not develop new hair follicles as you get older, and certainly do not develop new hair follicles from shaving. This is, by the way, the reason that electrolysis is deemed permanent hair removal. The process of electrolysis destroys the hair follicle - once all the hair follicles in a region are 'dead', no more hair can/will grow.

no, shaving doesn't make hair grow back thicker either, just appears that way because the ends are thicker and on a sharper edge
