I've lived here 5 years and the only improvement that has been made is an addition of min-blinds. The walls need painting badly. I'm just curious if it's worth mentioning and fighting for, as I've had to do with any issue regarding the property manager. Many thanks in advance if you can answer this or point me in the right direction.

Why would there be a law that an apartment gets painted? There aren't. Unless you live in a strange state owned by the paint manufacturer's lobby.

Instead a property owner has to keep an apartment habitable. And also may be required to reimburse you for material improvements. Painting is probably a material improvement unless it diminishes (instead of increases) the apartment's value.

Just look at your local statutes. They're all online! Either your county, city or state depending on who the taxes go to. Just get on there and read. Or call your councilman if you really can't figure it out.

I bet there's even a form to request a reimbursement too! Better yet, why not read up on this, then write a letter and see what you need to to? If it comes out of your rent, you can have your friend come and paint for you and you'll both be able to get a benefit out of it, hopefully, your friend has a corporation, sole proprietorship or some other entity that you legally can have be paid.

Get your apartment painted by doing the right type of research.

There is no specific legal requirement. Usually, an apartment will be painted before a tenant moves in, and not again until the place is vacated. When I ran apartment buildings, I didn't have any tenants that stayed that long, so it wasn't an issue; had it become one, I would have asked the tenant to pay part of the cost. I would discourage a tenant from trying to paint the place himself, as there is too much possibility of collateral damage.

Well it has to do with your resigning a lease and being a good tenant, sounds like you are ask them to do a repaint if they refuse move out! no set rules on repaint or laws, now if its a health issue maybe good luck and be a negotiator!

May i recogmend that you ask your land lord if he or she is going to paint it if not then simply ask if you can that way you like the color

most states only make landlords paint by law everytime a new tenent moves in
