If the dog is left unattended without food or water, yes, it's "neglect". However, because the dog is not yours, you cannot take her. Trespassing on your neighbor's property and stealing their dog -- regardless of your good intentions -- is a crime. Let the authorities intervene on your behalf.
Contact your local animal control office (which is usually a part of the police department) and report what you've seen. They can go check on the dog and will cite the owner if they believe the dog is being neglected. Tell Animal control that you are willing to take the dog if they remove it from its owner; this will give them an extra incentive to make sure the dog is being cared for properly. They love it when they can find willing adopters for dogs, especially large dogs (which are traditionally much harder to place than smaller ones).

As people said before, Huskies are fine if left outside in the cold weather. If the dog has no water, i suggest that you bring it some. Talk to the owner. If you suspect neglect then call the SPCA. Dogs that size are not apartment dogs, they need to go on walks and be taken care of. They are a bit high maintenance. If the owner does not take him for walks offer to take him. You might even get a job as a dog walker.

Husky's are meant for cold weather and she is probably ok for a couple of hours. Although I dont think that she should be left outside for 6 hours without access to fresh water and shelter. It is the law in most states that there has to be adequate shelter for the dog to get out of the elements as well as clean water at all times. You may want to find out what the law is in your state and poss talk to the local ASPCA if she does not have access to a dog house, water. etc.They usually have fairly strict guidelines on what is ok. This is probably not what would be considered abuse, but possibly neglect. Keep an eye on the dog if you can in case she does need your help. Thanks for being so concerned for her wellfare- we need more people like you out there.

The water issue would be my biggest conscearn. A husky is bred to be in the cold and a dog can certainly go 6 hours without eating if it is fed properly when the owner is at home. But clean, unfrozen water should be available at ALL times. No ones body works as it should when it gets dehydrated.

Legally speaking, a dog left outside must have food, water, and a three sided shelter. There are so many other dangers that this dog is facing from exposure to being attacked by other animals or even poisoned by unsound people, to being out and out stolen.
If you do not want to confront your neighbor directly, one of the things that I have done in the past is to get a pamphlet on dog law in your area as well as print up some things from online sources (humane society). Highlight what you would like for this person to realize and leave it in their door.
If the person then continues to leave the dog out in this condition, then I would document the days the dog is out, and his condition and then call your SPCA or Dog Control officer about the dog's situation.

Call your local Animal Control and find out what the law is in your city/county. Most everywhere, it is required by law for pet owner's to provide the following: food, water, shelter and medical care . If ANY of these 4 things are missing, file a report over the phone. They should be required to come out and most response times are between 1-4 hours. Make sure you call when the dog is outside and not at night when they may bring it in.

Husky dogs are physically designed to live in extreme cold temperatures.
If there is food, and water to drink and a nice place for her to lay down it isnt as bad, if it wanst feed right and looked sick, it would be an issue.
Talk to the owner, might be a good idea before calling the police... etc.
You should call your vet or animal police if you think the dog is in bad shape.

I have a husky as well. I've watched the animal shows on TV. They don't seem to be concerned TOO much as long as the dog is fed and watered and shelter on at least 3 sides it can go into with a floor. Huskies are built for cold weather.
However, you said no food or water. If you do think the animal is neglected I would call the local ASPCA or shelter, explain the situation and get their advice. They are the ones who know best!

It makes my blood boil that people who treat animals badly would call themselves animal lovers. Could you put a bowl of water down for her? Ask the woman if she would mind you taking the dog for a walk.

The dog is outside because he tears up the house when he is there alone. They do some serious damage.
Since it's a Husky, 35 degrees is very comfortable for them. he looks sad because his owner is gone.
As for no food and water, they are fine for 6 hours, just as people are.
