What is appropriate cocktail attire for professional women in England?

I'm assuming the dress should be just below the knee. Is this correct? If the dress is sleeveless, would a matching cardigan be appropriate? Would black attire still be appropriate in June? Also, should I wear black panty hose or nude color?
