i don't know why it happens or how it got that way, but if anyone knows how to change it please tell me how.

Right click on the recycle bin, left click on properties, uncheck the box that says Do not remove files to the recycle bin. Remove files immediately when deleted.

right click on the recycle bin, go to properties, and look there, it may be because the files are big enough to be deleted automatically, or because you have an option checked that says "do not move files to the recycle bin, remove files immediately when deleted"

Right click the Recycle Bin and click properties.

Uncheck the box that says "delete immediately"

right click your recycle bin. go to properties. Settings in there will undo what you want.
