for the past 2 days he's been caughing up this white liquid stuff and i have no idea whats wrong with him

"White" stuff is often mucus or froth brough up from the throat or lungs. (If it's bile from the stomach, it's usually bright yellow.) There's no way we can tell what's causing the cough, however.
It could be kennel cough (a bacterial infection that causes a hacking cough; you can test for this by taking the flat of your fingers and pressing them softly against the base of the dog's throat. If he coughs, it's likely kennel cough.)
He could also have something lodged in his throat; he could have dog flu; he could be allergic to something.... Only your vet can tell you for certain. And the longer you wait, the worse it can get, so don't delay.

Would you want a physician to diagnose you over the internet? Get the dog to a veterinarian: could be kennel cough, an allergy, or a virus. The DVM has to take a swab.

Take him to a veterinarian!!!! No one can diagnose without a physical exam, and only a veterinarian can legally make a diagosis.

several things can cause a dog to cough up esp dogs with a shorter nose, please make an appointment with your veterinarian to check him out

HE MAY HAVE A KIND OF VIRUS IT COULD BE SERIES

if he is making a weird "ACK" sound when he does it, it is phlem
he might have allergies
