If so, did you get a response? I heard that his office sends a letter of congratulations. I sent an invitation, but haven't gotten a letter yet. Was it just a rumor?

No, I'm pretty sure they'll respond. It'll be a generic letter of congratulations. You have to give them time. They get TONS of correspondence and by the time they get it sorted and sent to the proper department for response, it can take some time.

I did send a wedding invitation and received a response back with GW and Laura's signature. You can also receive a congrats for anniversaries or any other "milestone" event. I did this for our wedding three years ago and I want to say we received an answer within six weeks. Best of luck!
