"I love you" is "Ti amo", but only if you are talking to your girlfriend/boyfriend or wife/husband. "Ti amo" is used only for romantic love in Italian.

"Ti voglio bene" is used to say "I love you" to everyone else, for example your mother.
But if you want to say "I love you" to more then one person the traslation is different. For example if you want say "I love you" to both your parents togheter, you say "Vi voglio bene".
