I had a new computer last week and I want to know what are the best programs to put on this computer(programs for everything e.g:dealing with photos, internet browsers...etc.)

For Browser: Firefox 2.xx
Antivirus: Avira Antivir or AVG free or Avast (all free)
Antispy: Spybot Search & Destroy, Ad-aware, Microsoft Defender (all free)
Photos: photoshop is the best but way too expensive. your pc probably already has more than one apps that can do photo edit.
Other Utilities: Winzip, Adobe Acrobat Reader (all free)
there are many more that i can't listed here, but the apps above should give you a good start.

These are down to personal preferences and depend what you are going to do.
Internet explorer or fire fox.
Photo shop for photos.
There are literally thousands of programs.

Depends what operating system you are using. It is a Mac or PC. If PC are you running Linux or windows?
