are you allowed to cyle on the hard shoulder of a motorway. If not how can one get around such a problem?

If by motorway, you mean interstates, no. In New York State signs are posted at the entrance to roads where bicycles are not allowed. And it's not just the interstates. Some of the regular roads have outlawed cyclists, probably for their own safety because of the volume of traffic. If you do ride on allowed roads, just remember to follow the rules of the road.

You should check the laws of your state. Michigan allows cyclists to ride on right side of road 2 feet from edge going with traffic. No cycling on freeways. Maybe that should read "some roads." Please be careful...from my experience, many drivers will slow down and move to the left to give you room but of course they can't if there is oncoming traffic. Others resent cyclists and give you hardly any room.
