Let me ask you a few things, and you'll be able to figure out the answer to your own question. Give yourself one point for each "Yes," and be honest.
1) Are you responsible and caring when your parents ask you to do something around the house? Extra points if you willingly babysit for your siblings, take out the garbage without being asked, do your homework without being nagged, etc.
2) Are you willing to give up sleep, time with friends, TV watching, etc. to take care of a sick or demanding dog? Like babies, their needs and wants aren't always on your schedule.
3) Are you financially capable of buying food and necessities, paying for vet bills, and caring for your pet? If your parents are willing to pay a percentage of the bills, you can't throw a fit every time that you're expected to pay your share instead of buying what you want.
4) Are you emotionally ready to deal with problems in case your dog becomes ill or dies? If you've lost friends or family members in the past, were you able to cope?
5) Do you understand that owning a pet is a lifetime commitment of your money, energy, time, and love?
If you've honestly been able to say "Yes" to at least four of these questions, then you may be ready to get a dog. Print out this list and show it to your parents, then sit down and talk with them about it.
LISTEN to what they have to say, and if they disagree with your answers, ask them how you can correct the problems. Don't argue, but be respectful and then prove to them over time that you're responsible enough to own a dog.

well research....present your research......start acting responsible, do everything they say. Try to get on their good side and show them that you are mature enough to take care of a dog. Keep your room clean help with chores. And then after a week or two of this sit down and talk to them about how you've been helping out latey and how you think you're responisble enough to take care of a puppy. Oh and present your research that you've made (like on the puppy that would fit your lifestyle the best), or if you really want to impress them, tell them that you would rather rescue a puppy from your local shelter b/c you want to save it's life. That will really wow them.

Tell them it will help you to teach yourself responsiblility.
Do all of your research- find a local shelter, list exspenses, etc.
Then, so them your work to make them see how much you really want the dog.
The only hard part is actually picking a dog!
