Well, I would tell them in private, just because it would hurt them on the inside if I embarrassed them in public. I know how it feels to be humiliated like that, it is not fun and down right MEAN

I would tell them in private. It could be possible the person was doing it unintentionally and I would rather not embarrass them in public. Although if its minor and not to be embarrassed about then I may tell them in public as others might learn too!

Go to them in private at first, with one or two witnesses. IF they refuse to repent, only then are they to be outed in public. Or rather, before the Church.

First check with someone of authority to make sure it is wrong then tell them in private. If they don't listen bring someone else then if they still don't listen, bust 'em in public.

The Bible say to do so privately first, then if there is no positive reaction to the person then, it is to be with witnesses'.
However you must make sure that this is for real and have evidence, otherwise it could come back and bite you.
