Tea time is generally after dinner it is a light meal/snack, but we also use the term for when we are going to have a cup of tea, or as another way of saying dinner time. On a sunday in the uk many families will have sunday lunch(often a full roast dinner) at mid-day and then in the evening(tea time) have a smaller meal/ snakc to keep them going...
It's quite a general term and can mean many things to different people.

If british people don't drink tea at 4pm on the dot their health starts to deteriorate markedly and they start to moan and whine often resulting in coma.

But really i'd say tea time was at 5 ! , why? cos thats when most finish work!

11am & 4pm are rituals. Brits can stop and 'take tea' lots of times too. But tea time implies with biscuits (cookies) and a formal tea sit-down- taking a break.

Afternoon tea is traditionally at 3/4pm, however, nowadays few people ader to this rule and have tea whenever they feel like it.

Tea time here is when the kettle finishes boiling. Any time of the day or night.
