If you don't want him to look, then wear a shirt that does not show so much.
When we put the cleavage on display, we know we are going to get looked at. That's like walking down a beach in a bikini and being shocked when guys look.. It's a natural thing.
Same thing with a really great looking guy who takes his shirt off and has a great looking chest..
I know *I* look!
So, if you don't want him glancing at your chest.. Don't show it off..

The only thing he is interested in is seeing how far he can get with you sexually. Otherwise, he'd respect you and not look down your shirt.
I'm curious why you're spending time with an ex boyfriend, esp. one who is such an immature person. Cut him as a loss; that'll make room for the respectful guys who will treat you like the lady you are. If he doesn't leave you alone, tell him to go away again and then stay away from him. If he keeps bothering you, tell someone who can keep him away (parents, teacher, police). If he gets to fresh, grab-twist-pull, baby. Sometimes, that's the only way guys get the message that they're not wanted.

He can't make you do anything that you don't want to do. If he's being obnoxious, then stop hanging out with him. It's as simple as that.

you need to first ask tell him that you would appreciate it if he did not look down your search. in if that does not work tell a teacher
he needs to know that you mean serious business look him dead straight in the eye in tell him that he need to stop that is unwanted sexual attention
and what i mean by that is when someone is starring at you in in unwanted way with out your consent
