My understanding is that SO2 causes acid rain by its reaction with water to form sulfuric acid. Could sulfate ions alone cause acid rain?

I have worked around gas plants and when they get the bad gas out called HSO2 ,very deadly,is burned it turns into SO2 and it doesn't bother the plants around the plants.
