The spelling is, as many wrote very correctly "je ne sais quoi".
It does mean "that something I can't describe". You can even use the phrase as a noun: "UN je ne sais quoi".
So, you can say, for instance, "il y a je ne sais quoi qui cloche" (there is something wrong, I don't know what"
Or: Elle a "un je ne sais quoi" qui fait tout son charme. (She's got that something"
With almost the same meaning, even if a little weaker, you could say: "Elle a un petit quelquechose" (she has a little something".

As Helen p says:
"It means "I don't know what". It can often be used to describe something with that extra special bit that can't be described. "

in french: "je ne sais quoi" or abbreviated (very casual) "je n'sais quoi"

an example: "il y a chez elle un petit je ne sais quoi qui me plait au plus haut point"
(could be translated as "she has something very special that I like most than anything else") (sorry for my english: i am french speaking)
