Little to no loading time will require a DSLR. You will also need a fast card as well (a "pro-level" memory card like the Sandisk Ultra II, Extreme III, or Extreme IV). DSLR's will have a large enough buffer that will allow you to continue shooting while the buffer writes to the card.

As for blur-resistance, you will need image stabilization. Some DSLR's have them built into the body (such as the Sony A-100), while some (i.e. Canon or Nikon) will have image stabilization built into the lenses.

Keep in mind that image stabilization will help to prevent blur due to camera shake, but won't prevent blur due to shooting conditions (i.e. if you are shooting a fast moving object like a car, but shooting in low light conditions that require a slow shutter speed). Some point and shoots will offer image stabilization.
