Just because one has the ability does not mean that they will use it. Not all witches are Wiccan. A non-Wiccan witch doesn't necessarily have to follow the Wiccan rede. One can be a witch and not be religious at all. Since the rede is only a guideline (rather than a law) a Wiccan may decide to do negative magic after considering the consequences carefully. It is a personal decision.

Technically, you CAN do it. I believe what the first author was inferring was that it was Ill advised to preform "Black" magick. Wiccans don't go there.
Other paths that use Magick may, but Wiccans don't.
As for the people talking about "White or Black" and "good or Bad" witches...

Both points of view are correct. However, as the other answers before me have pointed out, whatever you put out into the universe comes back to you threefold. When you "intentionally" cause harm to another using the powers of nature, those same powers will amplify and return to you. The key is "intent." If you mistakenly create a spell which turns into black magic, such as you cast a spell for several thousand dollars and your aunt dies and leaves you that exact amount of money, the rule of three doesn't apply. However, if you cast a spell with the intent for your aunt to die and leave you that money, the law of three does apply.
Then of course there is the old fashioned term of "Black Magic" where the word "Black" simply implies something that is hidden, or unknown as most witchcraft was until very recently. In that usage of the term "Black Magic" is synonymous with plain old Magic, therefore the same rules apply.

It is all about personal choice.
Anyone can do white or black magick if they wish. There is no pink elephant that is going to smite you if you don't do the correct form! This isn't Christianity after all!
The core philosophy of wicca is that what you do comes back to you. So it would seem strange why someone would knowingly send out negative energy since that is what they'd recieve. However people do all sorts of strange things that make no logical sense. JUST LOOK AT ALL THOSE WHO ARE CHISTIANS!

It all boils down to karma and the law of 3, and the rede. "An ye harm none, do as ye will." You can do what you like in life- good magick, bad, but every action you take in life has good or bad consequences. If you do bad, there is no forgiveness or praying for forgiveness.... you just have to face the consequences- and they will be 3 times stronger. This is the reason every Wiccan should feel motivated to do good in life- because they will be blessed with good that is 3 times as strong. Hope this helps.

gray magick is the way to go--nobody is altruistic to the point that they can honestly say they wish no harm on anybody, but a small amount of harm can be used to promote the greater good (like if your boss at work is sexually harassing everybody, a spell to move him on his way is for the greater good as it protects many)
