He was circumcised five months ago for recurring balanitis infections. Well his circumcision left his penis head completely exposed with a pretty good-sized scar underneath the head. Is this normal? Does that ever go away/fade? And the scar line which meets the shaft skin, is a little bumpy...when does that flatten out, if ever? Also, his frenulum is still there, which I heard they usually remove during circumcision. Why wasn't his? Is it better to remove? Lastly, his penis head his now more "thick" and feels more hard and dry...but when he had foreskin, his head was moist, and very light pinkish colored. Now it's STARTing to turn pale all the time.

Any advice/words of wisdom/etc?

The best way it to become normal is with a lot of friction from intercourse and masturbation. Give him a hand with his recovery.

Yes, the scar is normal, it may fade away a little with time. The scar is considered by many as very sexy.

The frenulum is sometimes removed and sometimes not. Depends on the doctor performing the procedure and if this is specially requested by the patient. It doesn't really matter if it's removed or not.

The color change you mention is normal too. It used to moist because of the greasy substance (smegma) that the foreskin produces.

it is normal. the scar wont go away completely because he is already grown. a circumcised baby's tissue grows faster, and will not leave a scar.
