A promotion is at the retail level, the cost is usually for a coupon, added display,or a sales person... it is a one time cost after the set up. most of the time they will just break even, and the pay off is in return business or a new product loyally.
Advertising is a shotgun approach and usually cost a lot in printed adds, TV, or radio time, big bucks.

You can hire a few people to hand out free samples at the street corner. If people like your products, they will buy them. It is a lot more efficient than advertising.

Advertising is also promotion, it is also one way of promoting your business and products. Prmotion is not only giving handouts. Your propostion seems to be wrong. Giving handouts need not promote your product. Good advertisements also can do the trick, provided you convey the message right to the right audience.

Basically, when you give away free samples you're giving potential customers a chance to decide if they like it. If they decide you really are better than your competitors, they will buy it. Later, when you already have a good customer base, you can try advertising.
