You have 36 volts possible here putting them in series Positive to negative, positive to negative, positive to negative. Then the Positive/Negative left open where you grab your voltage and anywhere in between you got 12 and 24 volts.
To up voltage you lower amps. You could design a Circuit to do this, off hand I can not tell how. But, I promise it can be done. I will think on it and if no one already know I will add to this.
I do know a simple way would be put the batteries in parallel the negative to negative, positive to positive, all posts are connected and voltage grab from the negative and positive, not matter where. The voltage in parallel stays 12 volts, but, you have the added Amps of the batteries. Then you run this DC Volts into and Inverter to convert it to AC. Then run this through a Bridge Rectifier designed for a 48 volt output. This a crude way. I still thinking!!!! Ha!
I back, now from what I have explained, let's remove the inverter, we not need the AC. I using 3 batteries as you wanted. Two batteries in parallel give us 12 volts and more amps, so, one a amp kicker, then this is placed in series with the other battery for the 24 volts and you build a voltage doubling circuit with Power Transistors and Resistors to handle the amps. I would have to Design this, I know this can be done. Just need our schematic now! I see if I can find one.
Below may be your link. It for 12 Volts to 24 volts. Just modify with a 24 volt input and 48 volt output. I have not read this, I working fast. Just off hand from what I see in the schematic, double the size of most componets to handle the voltage and amps. May need to experiment. Use Resistors that look like they made from Stone (I not remember the name, maybe they ceramic power resistors). They about 2 inches long and about 3/8 inch square. Radio Shack have them, or, rob from a TV power suppy. I think I have some if you want, they free!

It is possible. Not very hard, either. Look on eBay or similar sites for a microwave (not the oven, the communications systems) voltage converter. Microwave systems uses 12 VDC, 24 VDC and 48 VDC. If there is a microwave system in place that uses either 12 or 24 VDC and they just install a new one that uses 48 VDC, they just install a converter to change that voltage to 48 VDC rather than install a whole new power system with batteries and all.
With a lot of microwave systems being removed as they are replaced by fiber links, a lot of equipment is available. A 12 V to 48 V converter should be easy to find. Just make sure it meets your current needs.
