You can't. JPEG is an image file, DLL is a driver file.

Jpeg is a picture format. DLL is a system file, DLL stands for "Dynamicly Linked Library". DLL's hold program data that is accessed on a dynamic basis by windows and other programs.

Lol. You can't!
You can, however, embed a JPG/JPEG into a .DLL. But it's nasty.
Create a .DLL in your favorite programming language, define the data type you'd like to use from a source (external .jpg/.jpeg file) as a jpg/jpeg string and use a function (really painful) to display that string as a JPG/JPEG picture...

Read this definition of .dll file.

Unless this is for a program that I don't know of. If it's a drawing program that has a file extension of .dll (Which would be really odd.) and it doesn't open jpeg's, then it is probably not the best of programs.

Uhhh?
Thankfuly, I read that DLL are on their way out. What sarted out as a good idea in the early days, turned out to be a pain.
