Just go to the doctor to see what it is. I don't think she could get cancer that young.

Take her to the doctor. The bone in the middle of my chest appears to stick out and it is a hernia. They are quite common. And are not cancer or dangerous or anything,

could be any of the bones in the chest area such as the clavicle, ribs or sternum bones. thats what it sounds like.
as children - the bones are constantly growing and moving as they grow and may seem to rise and appear or disappear.
however - there is an old saying - when in doubt...
...go to the doc

She should see a doctor. My son had something like that when he was young. We took him to the doctor and found it was nothing serious. It was just something to do with the way one of his ribs was growing. As he got older it corrected otself. Not sure if it is the same as with your niece, but best to see a doctor.

take her to a doctor, you are NEVER too young to have cancer, chances are it is nothing serious, but why not find out now.

It could be that when she was born her collar bone popped out of place. When I was born my legs popped out of place.
