I believe in a sort of worldwide karma. If something bad happens, something good will balance it out somewhere. But not necessarily on a personal level (i.e. I do something bad so I later get hurt.)
In this case, you WILL probably eventually have something bad happen to you to balance out the bad you've done, but not BECAUSE you did something bad...
If you don't do anything (which is pretty impossible anyway) you'd probably have no consequences, because there'd be no actions to create consequences. However, it'd be a bit boring...

Well, if that someone you hurt forgives you, will you still think it's going to come back to you? I don't think so. If someone else do that to you, that'll be that person's business, not yours.
If you really can reach such state that you neither help nor harm, Karma still works. Why? Do you still eat and drink? If yes, then surely you'll still go to the toilet everyday. Is that not Karma to you? If you breath, then doesn't that mean you're still living? Is that not Karma to you?
Karma isn't good or bad. Karma is just Karma, pure and simple. Good and bad Karma exist only in our mind.

Karma is True and is scientific
If we do bad, we get back bad results and if we do good, we get back good results is Karma theory.
When we do good Karma, we create positive energies and they affect us and all around us. and vice versa...is Karma
If we dont get the result in this life, Karma energy is not destroyed hence we get it in next birth
That is the answer as to why some are born rich, some poor, some wise, some stupid...some suffer while doing good and some enjoy while doing bad.
Karma may not give results instantaneously, it may become ripe for giving results in next birth
It is almost impossible to live without Karma...if not others at least you would help yr parents,and family ...that is sufficient to move the wheel of Karma

A_Delphic nailed it! Whether you are conscious of it, or not, karma affects us all, religious bias aside. We are all connected in a way that we cannot fully understand. Karma is the reward, or punishment for our actions. I believe in karma! I've been punished, and rewarded, this is how I know about karma. And yes, if you hurt someone unknowingly, you will be punished.

Karma is neither predestination nor determinism imposed on us by some mysterious,unknown powers or forces to which we must helplessly submit ourselves.
We are the result of what we were,and we will be the result of what we are.In other words,we are not absolutely what we were,and we will not continue to remain as what we are.This means that karma is not complete determinism.

the working of karma is a great mystery it exist as cause and effect but the issues you relate to in your question aren't easily understood, a certain level of real spiritual knowledge is necessary to truely grasp the doctrine of karma.the nature of karma is about spiritual evolution and not punishment or retribution

Karma would be getting back from life what you put out. If you put out negativity, you will get that back, and vice versa. So if you were mean to someone, you would get that same effect back to you. If you are indifferent, you will get indifference back.

i believe in a modified version of karma, if we live good lives following God we might be persecuted and have a hard life but we will b rewarded in heaven. If we do bad things our whole life we will be punished eternally in hell

I absolutely belive in karma. if you don't help anyone but you don't hurt anyone, the "karmatic effect" of it is nul. (i.e. you don´t reap "good", neither "bad")
in order to determine the karmatic effect of your actions/thoughts/feelings, all you need to do is analyze the motivation behind them.
even popular wisdom talks about "goes around, comes around". helping and being nice to all sensitive beings is one of the virtues (compassion) proposed by Buddha.
