Cats are a lot like people, some are insecure. That's the problem your cat has.
Show her you love her: play with her, talk to her, scratch her head. You have to keep making her feel important.
Also, why are you playing with your neighbor's cat? More outgoing? Younger? As I said, cats are a lot like people. When people feel ignored in favor of a prettier/smarter/friendlier person, we get a complex.

maybe you could try playing with both of them, together and maybe they could become friends. and dont play with the other cat for too long, show some love to yours once and awhile (which you probably do). give your cat some treats too (= i hope i help.

She probaly hates it because she thinks that she isn't getting any attention but the other cat is getting all the attention!

she is jealous and curious and insecure--make sure she knows you love her more. pet her--let her smell where you have been and who you have allowed to touch you--and cuddle her and love her so she knows she is still your kitty.
