You can't get the whole directory as such. But if you want somebody's telephone number, visit BSNL, U.P's (Uttar Pradesh Telecom's) home page. There you will find a link, most probably with the name 'Directory Help' or some similar name. If you can supply inputs like the person's name and residential address and follow the instructions given therein, chances are that you will find the number of the person you are searching.

go to www.bsnl.co.in and then choose uttarpradesh in the circle option. then go for kanpur circle and then try the search through trhe options available.
