If you have a land line, yes. The power for the telephone is fed in through the phone line by the phone company. This is separate from the electricity feeding your house. However, if you have a cordless phone, the phone won't work. The receiving base needs electricity in order to function. If you need a phone that can function during a power outage, you need a basic phone.

If it is portable, carryaround phone, no. There will be no AC power to power the base unit. If its a non portable type, then yes, cause it gets its power thru the phone company wires.
