The last guy was close. It's called a Truck. It is a ball.
It contains the following;(supposedly)
A razor blade to cut the field of blue form the rest of the flag, as is customary when a flag is burned.
A match to burn the flag with.
One 45 cal. bullet.
Under the flag pole is a 45 so the person who burns the flag can shoot themselves rather than be captured by the enemy.

I think its called a fineal.
This is an 'end' of various decorative shapes, used on signposts and handheld flagpoles, so its probably the same for any post/pole
