They CAN do it but it's a rip off because they give the tow job to their mates!

You say you are not dumb enough to leave your car obstructing traffic, yet you said you left it obstructing a garage. You blocked a private drive and entrance to a garage. You basically were parked illegally, as you were parked in someones private drive. A driveway leading into a garage is considered private property. Yes the police do have the authority to move your vehicle and they also have the authority to issue you a citation for leaving an abandoned vehicle which you vehicle was when you could not operate it.
Go back and read what you wrote then say you are not that DUMB!!!!!!!!!!!!!!!!!!!!!!!!

You should never have left your vehicle. (unless you were at the nearest phone calling a tow truck) And yes they had the right to tow it without contacting you. If it was obstructing traffic they had a duty to do something about it. It doesn't matter what your reason is, you can't leave a car in traffic.

How would you have liked them to contact you? Did you register your phone number when you registered your car, maybe they should have tried directory enquiries? Or should they have taken an officer off patrol to pop round to your house?
You say it was impossible to move your car, but if the police manged to tow it away, then what prevented you from getting a tow company to move it, other than the fact you would rather block someone's drive than pay out to move your vehicle?
Sorry, I'm with the police on this one.

The police have the authority to move the car without contacting you first. If the car was causing an obstruction, it had to be removed.

technically if it can potetionally obstruct the emergency services then yes, otherwise, im not entirlety sure. in your case, becuse it was infront of garage, the owner can have it removed because it his access i think, although i work for the cable company, and theres always a car parked on my access!
