Because it is a sign of good-will amongst all drinkers toasting. In most places it's Salud, or to health, ( as time went on, and still today, the "toast" was to the event that brought these people together) Before the days when it was etiquette to touch glasses (a sign of trust) it used to be mandatory for all involved in the toast brought together, to pour a little bit of their drink into the others, in a circle, until fully rounded, so as to show no poison was in anyones drink. Certainly a cause for cheer if all could be trusted. Cheers!!

The practice began when the hard drinking cultures of Danes, Saxons, English, Scots, etc began to live together. Each had his own "cheer" as the drinking began. It was a ritual to build solidarity and remind the drinkers not to attack one another as the evening wore on. The generic "cheers" was the sound that emerged as all participants attempted to bridge the language barrier in a communal way.

alcohol is supposed to free inhibitions, and make people enjoy the time !
as per Hindu mythology, alcohol, or madira in sanskrit, is one of the 14 jewels which came out of the ocean .
even the Gods used to drink wine.
we say cheers, expecting a good time to follow, but if not in moderation, it turns into tears !
we also make a toast, for wishing good health, or a happy married life, prosperity, etc.
