Peppermint can sometimes have a soothing effect on the stomach and the nerves. Or maybe he just wants to feel like he's part of the action. ;)

There's probably something to the answers about the peppermint oil being soothing to the stomach, or else it could be something like what causes a cat's attraction to catnip (catnip is in the mint family, after all). I have read recently that cats aren't even supposed to be able to sense sweet flavors, but so many people here seem to have experiences that contradict that idea. Cats can be kind of picky; you don't generally see them eating coffee grounds and absolutely anything they can dig out of the trash like dogs do, so if they want to eat it, there's probably a reason, and my guess would be one of the two I mentioned.

the peppermint in the candy cane could remind the kitty of something that it has eaten in the past that it liked a lot. But then it could also just like the taste like we do. You do know that cats like catnip, maybe that is why it likes them. Do be careful and dont let it eat too many? Good luck with youre kitty

I bet he likes the color/pattern of the candy canes and maybe the sweet taste.

If there is one thing about cats, they like to be in the middle of EVERYTHING. There is nothing that you can be doing that they don't think is their business.
