yes you can, and it works just like milk. Let your mixture set for about 2 min. and it will be thicker. It works the same as when the mixture is to thick you thin it with a little water Have you had pancakes in a resturant? Well I worked as a short order cook and we used water all the time. I believe most resturants still use water.
When I make pancakes at home I always use water and once in a while I put an egg in it.

Maybe.

Some pancake mixes ask for water, and some ask for milk. It depends on what kind you have. Pancake mixes that ask for water usually put dried milk in the mix.

If you're making them from scratch, I would try to use milk or a milk substitute. If you have any cream or half & half, you could mix it with water and have something pretty close to milk.

As far as substituting water for milk, you won't be too far off, but you'll probably notice a difference.

Cow's milk contains, on average, 3.4% protein, 3.6% fat, and 4.6% lactose (sugar)

You can if you using the instant pancake mix. I personally don't like those...they taste a little funky.
