Visit download.com or Cnet.com, you may find what you want there, they have many free and shareware programs for downloading. You're not going to find Photoshop there or anywhere else for free unless its illegal.
One thing you might want to do is look for an older version of it for sale at one of the auction sites, I picked up Corel Draw/Photoshop for $99 a few years back when it was selling for more than $400.

You can try GIMP. Its under the GNU license and therefore free. Its features and functions are comparable to that of Photoshop.
I have been using it for almost two years and it is relatively easy to use.

You could try GIMP, but may find it a bit hard until you are used to it, it has a strange interface. My personal favourite is paint.net it is a lot easier to get started on.
