Depends on the woman, and what you mean by submissive.
For example, I prefer men who are not "dominant," insomuch as if one tries to dictate my actions in any way or act as if he has authority over me, he's out the door on his very badly bruised behind.
However, a man who can never make a decision, who always says,"Whatever you want, sweetie" or "I don't really care, it's up to you" is no fun. That just gets frustrating.
As far as I'm concerned, so long as someone doesn't want to be "owned" or "controlled," they're fair game.
