is there any apps that can be downloaded to stop this or speed buffing up a bit

Save the entire file locally first then watch it, or let it load before playback. The problem is the buffering caused by the speed of the playback being faster than the speed of the available file transfer.
Other responses suggesting buying more memory or another pc would not necessarily help you at all.
Hope this helps, we all suffer from this problem occasionally even with very fast connections (mine at work is 45Mb/s and it still happens)

It's your Internet Connection. Make sure you're Download is 1.5Mbits (DSL) and you're good to go....
