The S pole and Ozone hole are associated because the conditions are correct there to form a yearly ozone hole at the end of the Antarctic winter. Ozone destruction does occur in other places but mostly in Antarctica by the method briefly described below.
During the winter months there is a wind pattern called the polar vortex and this prevents most of the air over Antarctica mixing with the rest of the world. Also during winter, when there is no sunlight, ice crystals build up in clouds high above Antarctica. When the sunlight hits them in spring (October in Antarctica) ozone destroying chemical reactions occur with CFCs (also trapped in the polar vortex since they are spread throughout the atmosphere). The polar vortex also breaks down and the 'hole' (or air with less ozone) is mixed around the world.

Because the holes are not caused by pollution. They are a result of the paucity of UVA & UVB radiation at those latitudes. (the surface area presented to the Sun is sometimes 0, depending on latitude & season)

its to do with the ice i think but i'm not sure. anyway nw europe and ne america do have ozone depletion. But the holes i think are diminshing due to less cfc use.
