I am a 911 operator/police dispatcher and a lot of people call 911 thinking we are 411. Every night we get calls from people on 911 asking us to call a cab for them or asking what the number to a certain restaurant is, etc. What the heck?

If I were you before thinking of 911 I will say
"Oh my God" then think of something useful.
Fear and Panic is the worst enemy. So, if there is any kind of emergency do not get panic. Take a deep breath try to be calm which is definitely difficult, then think first how to save your self then help other.
In emergency do you think you can remember 411 to call when you do not know #911? that is why it is called PANIC.

I would say just dial O for operator and ask them to connect you to police/fire whatever it is you need it may cost you a little when you get your phone bill but what's more important a few dollars charge or your life or health?
